

Newton was part of the design team who produced a Schematic Masterplan for Games and Legacy comprising two sites, a central, Bolivarian Olympic Park and Bolivarian Olympic Village in Bureche, the city outskirts, and the growth axis.
The design team produced a Games and Legacy plan for each site. The Park, central, takes advantage of some buildings constructed for the National Games of 1950 and created a new centrality in legacy to the city; with the development of trade and residences integrated into the urban area of sports and leisure.
Three new multipurpose arenas were developed, as the Olympic swimming pool, and other existing sports facilities refurbished for the Games.
The project was based on the demands of the city, the pre-existence of sports equipment, and Games and Legacy needs. Creating a legacy plan with minimal financial investment.
